Every time I drove through Okmulgee, I'd look for it. I had a friend that actually went to school here in the early 80s, and he went to the HVAC program. And so I've known about the school and the things it was doing and that sort of thing. I did investments with bonds and that sort of thing. And then I started working in community block grant and I was the contract administrator. And then I ended up being the water and sewer services superintendent for city of Fayetteville. And then in about 1999, we wanted to move closer to our family. And so I got the position of the finance director at City of Sapulpa. And then in 2004, I became the CFO for Tulsa County, Tulsa County Industrial Authority, and the Tulsa County Criminal Justice Authority. And I had that job for about seven and a half years. And during that time, of course, all the Vision 2025 projects were going on. And so like the BOK Center and all that, all that went through my office. So we collected the sales tax. We paid the bonds, all the projects were paid through my office and that sort of thing. So all that experience had a lot to do with being more than qualified to do the job here. In fact, I kind of tease sometimes that when I was at Tulsa County, of course, we had the Tulsa County jail and an institution, a higher ed institution is a whole lot like a jail. because you gotta protect them, you gotta feed them, you gotta take care of them. So how do you feel at the state of OSUIT's financial situation when you started your position?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=173.0,180.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/9","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith: Well, my predecessor, her name was Deborah McIntyre, and I felt she left the university in a good state financially when she left. And of course, the problem became is about a year into the job here, the state of Oklahoma started disinvesting in higher education. They started having budget issues and they started making major cuts. They tended to make more cuts in higher education than they did public schools. And as a result, our state appropriations were cut like... five million dollars a year. Our state appropriations actually, we were getting the same amount as we were getting in 1991, so 30 years earlier basically. And even though with inflation and everything else, we had more programs, more employees, but yet we were getting the same money we were getting 30 years earlier. And so Dr. Path was very proactive. He started working on preparing us to have budget cuts, whatever strategies. And so as the state began to cut state appropriations, we started implementing as many budget cutting criteria as we could. And it seemed like we were utilizing everything we knew of and were kind of making stuff up as we went. I mean, new stuff, you know? And anyway, so basically when we got to about 2016, 2017, the state of the finances of the campus were in pretty bad shape. I mean, we were still doing okay, but not near like we were in 2012 when I started working here.","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=180.0,288.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/10","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Clinton Girkin: Okay, that sounds like, you know, those cuts are probably a very tough thing to deal with. But of course, you've probably done some cool things and the next question is, what was your proudest accomplishment during your tenure?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=288.0,302.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/11","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith: Well, the proudest accomplishment had to do with the budget cuts because basically we implemented a, it was called a program evaluation analysis, which provided a contribution margin on all our academic areas. So we know what the contribution margin is by course, by section, by program, by instructor. You know, we have all that information and then we started implementing and, again, the deans were very helpful in this when we started implementing, getting strategies, how to improve our contribution margin. And at one time, we were losing about $37 a credit hour for every credit hour we taught. And we started implementing this program evaluation analysis, doing strategies, and basically we got to the point we were making about $40 a credit hour for every credit hour we taught. So that's about an $80 turnaround per credit hour. And that totally, even though the state was still disinvesting in us, it allowed us to change financially our position, financial position. And basically we started giving raises. And basically over the last six years, we've given a raise every year but one. And the one year we didn't give a raise is when COVID hit. And because of the uncertainty of possibly what could happen with COVID and you know if we could even be have students on campus and that sort of thing Anyway, we didn't give a raise that year if it hadn't been for COVID We probably would have given a raise that year also, but anyways, it's been a pretty big turnaround for OSUIT.","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=302.0,412.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/12","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Clinton Girkin: Yeah, sounds awesome. So next question, which programs were the easiest to budget for? Which programs were the hardest?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=412.0,419.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/13","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith: Okay, well, it's just kind of common sense. Basically, your Arts and Science classes, you know, your gen eds, those are the easiest to budget for because generally they don't require lots of costs associated with them. They don't require lots of equipment. you know, lots of supplies and that sort of thing. They also provide the biggest contribution margin on campus because generally you can have higher numbers people taking a class. And so the more people taking a class, you know, spreads the cost out more and you actually make more money on those classes. So it's not just for OSUIT, that's general for all universities. So those are the easiest to budget for. The hardest one is to budget for, of course, the technical programs because some of those require some very high dollar equipment. Sometimes they're very limited to the number of students that you can have in a class, especially a lab, you know, like for safety reasons. Maybe there's only enough equipment for 10 or 12 students. Maybe because of safety reasons, you can only have 10 or 12 students. Well that makes that class a lot more expensive. One of the surprising areas that is very high dollar cost, I mean, you could probably think, well, you know, like Nursing, Nursing instructors are paid more, they're more, those courses are more expensive. You can think about High Voltage, you can think about some of the, you know, the heavy equipment programs. But one of the most expensive courses on programs on campus is Culinary. And the reason is, is because of the, First of all, the type of food they prepare, they're trying to teach the students all aspects of being a chef. And so they don't just cook with hamburger meat and potatoes. I mean, they try to teach the students how to use high grades of steak, lobster, different things. And so because of the volume they're doing as far as cooking, because some of their classes are cooking every day. They're baking, making chocolate, whatever. Those classes tend to be very expensive as far as for OSUIT.","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=419.0,564.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/14","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Clinton Girkin: Well, it sounds like you covered a lot of the ground that's in the next question, but let's go over that question. What issues are unique to a technical school in terms of planning the budget for academic programs? I know OSUIT seems to rely a great deal on cool and likely expensive gadgets and tech that you likely wouldn't see in a pure liberal arts school. You covered quite a bit of stuff that's already in there. You wanna add anything about the unique challenges of it?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=564.0,592.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/15","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith:  Well, again, some of these programs have very high dollar trainers. Some of this equipment can cost $250,000 for one piece. And what's unique about it is... They're trying to teach them as much as they can to operate that, to fix it, maintain it, that sort of thing. At the same time, you can't make mistakes and blow them up because you can't replace a $250,000 piece of equipment every day. I mean, you know, it's just impossible. And so it's a balancing act between, you know, utilizing the equipment, getting the most out of the equipment, and then going as far as you can teaching a student. all the ins and outs about it, all the positives and negatives about it. And anyway, that leads us to, you know, our partnerships with industry, because a lot of our equipment has been donated by industry. Basically, we try hard to keep the cost of tuition and fees down for our students, and that's one of the things I've been real happy and proud about, because if you compare OSUIT's tuition and fees, they're less than most universities. But at the same time, we tend to cater to first generation students that are going to college for the first time in their whole family. And a lot of them are from a poor economic background. And so to me, the mission of OSUIT is to take those students and change their future from now on. and to change their economic path to make wealth generation out of these students. And so it's amazing to see students go to school here for two years and then get a job for 75,000, 80,000, 90,000 dollars a year straight out of college and some even more than that. But all that has to do again with our industry partners because if we had to buy all the equipment that we utilize, then we would definitely have to increase tuition and fees dramatically because that gets very expensive quick.","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=592.0,735.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/16","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Clinton Girkin: Oh yeah, looks like you already covered a lot of the ground in next question. It says, how much did partnerships with outside industry partners affect your job? Anything else you want to add about industry partners?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=735.0,748.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/17","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith:  No, I just think it's a, it's a good model that we utilize here at OSUIT because not only do they provide donations, but they also provide guidance as far as where industry is going so that. OSUIT can be nimble in keeping up with technology and changes in technology and changes in direction in industry so that when the students leave here, they're not being taught models from 20 years ago. And then they have to adjust when they get to a job. They're being taught real life models now. And so they're ready to go to work. I have a brother-in-law that works at the refinery in Ponca City. And of course we have an instrumentation program. And there's other schools in the state that have instrumentation programs. And he tells me, he says, they prefer to hire an OSUIT instrumentation student over all the rest of them. Because, yes, the other ones have been taught instrumentation, but he says the students from OSUIT have been taught how to think. And so they become a better employee, more valuable employee immediately. And so that's, you know, part of that has to do with industry partners because they're helping us stay abreast with changes in technology.","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=748.0,830.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/18","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Clinton Girkin: Cool. So next question, biggest challenge of your tenure?","format":"text/plain"},"target":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766#t=830.0,834.0"},{"id":"https://osuitlibrary.aviaryplatform.com/collections/3305/collection_resources/149150/file/273766/transcript/80116/annotation/19","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"Jim Smith: Well, again, it has to go back with the budget. When the state started cutting the budget, it was it was a very difficult time. The state not only cut state appropriations from year to year. But when they first started this in 2014, in December, they announced a cut in state appropriations for that fiscal year. So our budget had been based on a certain dollar amount. Well, six months into the budget, now we're told, you're not going to get all that dollar amount. And so we had to start doing adjustments immediately, because now we only have six months to deal with it. Between December and April of that year, they cut state appropriations five times. And so it really impacted us financially in trying to adjust to that. And again, we were doing all we could to, you know, basically make cuts, you know, we cut travel, we cut different things. You know, we were blessed during that time because we didn't lay people off. We didn't put people on furlough. We didn't cut people's salary. And if we did, someone left the position, a lot of times we wouldn't fill it, but we didn't just come in and cut people. And a lot of the universities during that time were laying people off and they were furloughing people. And in fact, there's a university in Oklahoma that kept furloughing people from 2014 till... just recently because they took that long to recover from those cuts. And so again, it was a huge challenge. I really believe in the faculty and staff of OSUIT. That's where my confidence is in. And I think we have a lot of people that care about OSUIT. I think we have a lot of people that care about the students, that students are first in their lives. And, you know, we have times we have people that disagree with maybe how something's done or policy or whatever. And in one way it's gone by fast and I've always appreciated the people that I've worked with here. You know, I've seen people come and go, but it's always been a pleasure to work here and You know, I live in Broken Arrow, drive 38 miles one way every day. And I used to, when I worked at Tulsa County, I drove downtown. And my drive is, even though it's 21 miles longer, I enjoy driving down here so much more than I did working at Tulsa County. I enjoyed my job at Tulsa County, I enjoyed the people I work with. But it's just a different mission and purpose here.
